For Ciel Phantomhive: even though you wear an eyepatch to cover your eye, makeup should still be applied to the eye. It can become uncomfortable to wear for the whole day and many cosplayers remove their eyepatches for parts of the day, and if both eyes don't have make up on it looks strange. The same principal applies to Hannah but not Doll. Doll if anything should have completely different makeup on the other side of the face - liquid makeups can be used to create the burnt effect needed for Doll's face
